How to tell product date??

Looking to see what the production time frame is of a Valentines Ambassador Card, Contempoary Collection series, no bar code or priceing info on back just "75KV 10 G and a 99-01" the second card is similair but marked "35KV 119 G and a 99-08. Any ideas?
